C++ basic syntax ‘using namespace foo’, referencing container

I have small book which I’m learning from, I didn’t look too well at C++ chapter and at the end of the chapter they gave:
using namespace std;
vector v;

and it is mentioned here as a feature of C++11 but I don’t have any C++11 compilers at my hands. Can someone explain me why this works?

The pre-Standard C++03 version of std::vector doesn’t have a dedicated memory allocator; instead, it uses a very simple allocator. All objects are allocated in the address space of the program, and when you deallocate an object, its address is returned to the free list. This makes it very easy to construct a vector of items using vectors of pointers to items, as shown in the example you posted. By the way, calling new on a vector is not a good idea.
The Standard C++11 version of std::vector has a new alternative constructor that allows you to specify a custom allocator class. When you create a vector object using this constructor, the vector knows to call the specified allocator object’s constructors with default arguments, and it also allows the object to store the allocator itself in a member variable.
By convention, each C++ Library uses a namespace called std to group things together. For this reason, using namespace std; is redundant and ill-advised; most people prefer to write std::vector v(a, b);.
